As Head of Projects & Programmes, you will form an integral part of Technology’s Leadership Team (TLT), reporting directly into the CIO (Executive Director for Technology). You will provide strategic delivery leadership across our organisation, heading a team of Programme Managers empowered to shape and deliver the entire portfolio of change.
You will be a strong advocate for, and drive delivery of the transformation agenda including:
• Partnering with the Executive Directors in planning out future investment projects and change initiatives.
• Shaping the future pipeline of projects and programmes to meet strategic priorities
• Ensuring the timely delivery of the transformational programmes that define Technology’s reputation and deliver critical capability.
• Creating synergies across the change portfolio and embedding more agile ways of delivery to make more effective use of Technology’s resources ensuring the project governance and investment methods support Agile ways of working.
• Ensuring all projects and programmes are delivered on time, meeting cost & quality objectives
• Maturing project processes and frameworks and enhancing the capability of the teams delivering change
In delivering the transformation agenda, you will champion continuous improvement through:
• Creating synergies across the portfolio – joining the dots between different projects and areas and driving an ethos of collaborative working across the business
• Acting as an effective catalyst to create new opportunities, resolve blockers and make things happen
• Working with the PMO team within Technology’s Performance and Strategy Division and with the Corporate Portfolio Office to introduce more agile ways of working and improve process efficiency
As a Senior Technology Leader, you will:
• Be able to demonstrate thought leadership and possess and the gravitas and influencing skills required to engage and challenge senior partners
• Develop a strong internal network especially with local COOs
• Support your immediate peer group with delivery expertise
• Possess relevant contemporary industry knowledge to bring into the business and Technology
• Actively represent the business at sector-wide events around the world

Number of direct reports:
4 x Portfolio & Programme Managers & 6 x Programme Managers
You will also be responsible for:
• Leading a team of 10 programme managers and 50 project managers
• Shaping the future projects and programmes pipeline to meet the strategic objectives
• Being accountable for the successful delivery of all projects and programmes – engaging proactively with the team and business areas and helping to resolve resourcing and delivery challenges quickly and effectively
• Proactive management of Risks, Issues, Dependencies and Assumptions across the whole portfolio
• Driving delivery of the transformation agenda improving capabilities and processes
• Ensuring alignment between Projects & Programmes and the Technology directorate, and the wider business.
• Setting a clear strategy and vision for Service Operations.
Minimum Criteria
• Highly expert in leading delivery of complex portfolios of change with annual portfolio budgets in excess of £20m
• Deep stakeholder management expertise obtained through running large-scale technology transformation programmes including delivery of cultural change within an environment with multiple stakeholders. This should include political awareness and being able to understand and work through conflicting requirements and priorities in an effective manner.
• A history of leading sizable teams (50+) with proven ability to operate autonomously without the need for management direction.
• Experience of technology deliveries, working closely and collaboratively with IT teams
• Extraordinary people focus emphasising talent management of professional resources and generation of new capabilities where needed. Positive leadership, employee engagement and motivation.
• Previous experience of introducing new ways of working including Scrum adoption and “fast fail”
• Demonstrable experience interacting with “C-suite” executives.
• Strong commercial background including strategic vendor management, public procurement, and multi-supplier programme models.
Desirable Criteria
• Experience of implementing change within the Financial Services sector
• Experience in programme and portfolio management
• A recognised project or programme management qualification e.g. MSP, APMP or PMP
• In depth knowledge of our mission and the part Technology plays.
